I know petzl's instructions only have the shunt set up below the rap device, but say you were using at atc xp. Would there be any problems rigging the shunt above the device?

I use it above--just like a Prussik rigged up above the belay device. There's the debate though--back-up above or back-up below--and for that you can substitute the word "shunt" for "Prussik" and get just as totally confused about what you should or should not do

Below the rap device, the Shunt will never get weighted with your full body weight due to the friction of your rap device.

Above the rap device, when released, the Shunt will be holding 100% of your body weight, and could get funky releasing. I know that's the case with prussiks...but I haven't used the Shunt personally so I dunno how it releases under a lot of tension.

Hope that helps out.
Cheers,
Jim
