Being right next to the river, this area is sometimes underwater, or at least the bottom of it is. I estimate that the river level needs to be at 10 ft or lower for all problems to be climbable. Most of the right portion will be climbable at 10.5. Here is a link that updates every 12 hrs and has the river level. Some of the more difficult problems that start way under the roof may be climbable upto 11.
