I came across some huts yesterday that were worn about halfway through and i was wondering if it i ok for me to replace them...

I always think that it is okay to upgrade or replace fixed anchors that have been widely regarded as an acceptable piece. Please only do this if your are qualified to do so. If you are, it may not be a bad idea to talk with experienced area climbers to make sure that you are replacing the worn anchor with one that will best be suited for the area where you are climbing.
I know climbers who feel that mank 1/4 spinners should remain as they are for the "character" of the climb, but I feel that if a bolt is going to be present and have visual impact, then it should be fully functional. If it can't serve its intended purpose, then it should not be there in the first place.

Also, the original anchors are often put in a bad spot. Instead of just replacing the anchors, you might want to patch the hole and make a better one if needed.

You'd need to know lots of locals to get a consensus (sp?) of whether this should be done.
