In Christchurch, bus or bike to the Port Hills. Then walk up to the crags.
No public transport to Castle hill but hitchhiking is pretty safe and easy.

Christchurch is definitely the location with the most climbing close by. The bus will get you pretty much right to 4 of the crags in the Port Hills. The rest you will have to walk/bike/bum a ride to.

Christchurch would suit you best I think. There is actually a bus that leaves Chch about 7:30-8am and would drop you off at Castle Hill. It returns from the west coast in the afternoon and would pick you up again. easyest way though is to hook up with people who have wheels. And that isn't hard. Yell out when you get here, I'm sure we can work something out.
