Notice that the op is posting in regards to a youth sports complex in Malaysia. English is probably not his or her first language.

I am guessing that their climbing gym is in need of some new hardware.

Original poster: if your gym is a public service (not a private business) I would start researching some of the bolt replacement effort that have taken place in Thailand. I know that some of those efforts have been supported by generous donors. Otherwise, start spending your own damn money!Smile
