So if there is an access issue(s) on public land, whether the land is NPS, BLM, NFS, etc, what is the process to resolve them? Though I use the term in jest, it seems to be 'black magic.' Land managers and climbers go into a room and come out agreeing or disagreeing about the plan. Cheers.

The Access Fund has whole power point presentations on the subject, and your question would be best to pose to them. I would contact your local area Access Fund rep, which according to their website is: Brad McLeod Southeastern Climbers Coalition TN 678.898.8793 mbmcleod@mindspring.com http://www.accessfund.com/index.php If there is a specific access issue you have in mind, I bet they are already aware of it, and can give you the status of it, and who is involved. Or if you have a more specific question, you might get it answered here.
