Jeff,
This will be speculation though worth consideration:
It is common for local hikers and backpackers to camp out in the greater Farley area (legally or not). It stands to reason that some one, uninformed of the access issues for climbing may start a small fire in their travels. I noticed it often on the M & M Trail, Tulley Trail etc.
I cant comment of the current fires as I moved out of Athol 2 years ago. Bummer to hear about issues... Parking has always been sensitive there.
