They're probably testing the efficacy of the segway in a combat scenario. The segway itself isn't versatile enough for a dynamic combat situation and would likely only be useful for moving them forward while offering a more stable shooting platform as opposed to running and shooting. It's much more likely the segways would be used for patrol purposes and then to move officers to an incident site should something happen.

Half a league, half a man, Half a gun onward, All in Tiannamen Square Rode at the six hundred. "Forward, the Segway Brigade! "Charge for the protestors!" he said: Into Tiannamen Square Rode at the six hundred. 2. "Forward, the Segway Brigade!" Was there a man in front of the tank? Not tho' the soldier knew Someone had plunder'd: Their's not to make reply, Their's not to reason why, Their's but to kill or die: Into Tiannamen Square Rode at the six hundred. 3. People to right of them, People to left of them, People in front of them Rallied and thunder'd; Storm'd at with shouts and 'give em hell!' Boldly they rode and well, Into Tiannamen Square, to give em Hell Rode at the six hundred. 4. Flash'd all their machine guns bare, Flash'd as they Segwayed in air, Shooting protestors there, Charging an old woman, while All the world wonder'd: Plunged in the battery-smoke Right thro' the line they broke; Chinese prople of all ages Reel'd from the bullet fire stroke Shatter'd and sunder'd. Then they rode back, but not Not the six hundred. 5. People dead to right of them, People dead to left of them, People dead behind them Lifeless and sunder'd; Storm'd at with shouts and 'give em hell!' While old men and teenagers fell, They that had stood so well Came to the jaws of Death In Tiannamen Square, All that was left of them, Left of six hundred. 6. When will their batteries fade? O the wild charge they made! All the world wondered. Despise the charge they made, Despise the Segway Brigade, And the people they murdered the Noble six hundred.

They are generally set at a limit of 20 km/h, which is about the speed of a very fast marathon runner if I'm not mistaken, so at that speed, yeah a printer (especially with enough motivation... like not getting arrested or shot) would outrun it. That said, that limit is imposed and the machines are generally capable of going much faster. I've read that some models go up to something around 45 km/h. Good luck outrunning that.

These low tech devices are as fast as a Segway, don't run out of batteries and look a lot less geeky.

I'm surprised that crouched position would be more stable than a standing upright one. I guess it must have something to do with being able to maneuver the Segway while aiming and shooting. Still - that is a pretty funny photo. Can't imagine it will soon be replacing the image of the beefy Marine climbing the desert spire as an inspirational tool..... A few years ago, the NYC police invested in some Segways. I can't recall what the reasons for it were, but the program was very short-lived. Poor Segway man - He's been trying to get that machine off the ground for so long, and it just don't seem to get going. He sure has perseverance, though. Maybe if the thing went as fast as a bike at least, and had some sort of place to stash your stuff. And if it could manage rough terrain, like curbs where there is no handicap access incut....and didn't look totally dweebie, of course.
