I sent David Martin an e-mail and here's the response I got. Bold is mine, and my name has been changed to protect the guilty.
In reply to: Dear Mr. h4lf, Thank you for your concern about this planning study. The Kentucky Transportation Cabinet (KYTC) continually strives to avoid and minimize impacts to sensitive areas such as the Muir Valley Nature Preserve. Additionally, with the state’s current budget situation, it is highly possible that any new alignments in this area may not be feasible both from a construction cost standpoint along with the associated potential adverse environmental impacts. With so many roadway needs throughout the state, KYTC is looking to improve its current roadway network through its “Practical Solutions” initiative and making more efficient use of available funds. This initiative generally includes modest, lower cost improvements along the existing alignment. Therefore, a “Practical Solution” alternative is a viable consideration for the proposed KY 715 project if we decide an improvement is needed. However, there is a concern to improve KY 715 from the local public for reasons of safety and mobility. KYTC must look at all alternatives that the public presented along with any others that may seem logical. Initially, there were more than 40 different corridor alternatives that would connect the northern and southern termini. Those were narrowed down to those presented at the October 7, 2008 public meeting where an overwhelming majority of the attendees supported some type of improvement to KY 715. In recent months, KYTC and its consultant, WSA have become aware of how important it is to avoid Muir Valley Nature Preserve, and we will give this strong consideration in making the final decision on the proposed KY 715 project. There will be a project team meeting next month to discuss the public meeting comments and discuss the need for the improvement and the alternative(s) that the KYTC will recommend for future project development. We hope to complete this planning study by March 1, 2009 and will have that report posted to our website. Thanks again for your interest and concerns with this planning study. If you have any questions, please contact me. David

Right. I didn't mean to imply anything other than what redpointron has pointed out. Keep giving them as much of your mind as you can afford to.

Email sent. I have only been climbing at RRG for 2 years but have found Muir valley one of the best Sport climbing spots at the Red. I only hope that none of this will come to fruition.
