And look at the reverso... not in reverso mode, but clipped in as such.

Don't forget belaying off an individual pockets on a daisy chain.

Are they belaying off the handle of a duffel bag?

Looks like you're correct, the brake end should be coming out the bottom.

On the other hand, it would work like a normal tube device as rigged, as long as you pull the brake in the opposite direction. From where the picture was taken, the belayer could easily pull the rope upwards to brake, but seeing the slack going down, it looks like it was supposed to be rigged as an autoblock.
