I'm looking to buy some boots, for general mountaneering and ice climbing, and was wondering if there's an option that would be comfortable in a wide range of temperatures, perhaps from -20 to +20 C. I would like to keep the price around $600.00 or less. Does this footwear exist? Or am I looking at buying multiple pairs of boots?

An insulated "single-leather boot"* is probably what you will end up with. In my experience, they are not warm enough below -20, and even close to -20 you risk frostbite if you stand around in them too long while belaying. I haven't tried a pair of insulated gaiters, that may help! *I don't know what the term for this is... Not a plastic double boot, an extra warm leather boot, or a normal leather general-mountaineering boot.

Aku Spiders for me. Would need to be shipped in from Italy, but bomb proof. 10 years old and look brand new. Have taken them down to -20F.
