I'd report it. First off, it isn't mine. Second, there's someone else out there who probably needs it more than me (it'd suck if I were the one who lost it and didn't have it returned). Third, even if I took it, there are too many damn cameras and shit in the world recording stuff. There's no way anyone taking it wouldn't get caught. Not mine and not worth it.

I found $500 once in an envelope. It had a deposit slip in it. I found the person and gave it back. But, I don't know if I would have if there had been nothing to identify who it was for. But $17k, if there was nothing to identify who's it was, I would be definitely been paying cash for childcare costs for .... 9 months. :(
