I drove down through Laredo a couple of days ago and everything was peaceful--didn't see anyone getting hijacked, kidnapped or beheaded.
There are, however, some new regulations for bringing in a vehicle that you should be aware of.
As of June of this year, ALL foreign vehicles entering Mexico must post a $200 to $400 bond--depending on the age of the vehicle--in addition to the $48 permit fee. The bond can be posted with a credit card (no AMEX), debit card or cash (US dollars only).
The permit is good for 180 days and multiple entries but to get your bond back you must cancel the permit at any border crossing before the expiration date.

Is it feasible to get down to some climbing in a car, or does it require high clearance?

No need to worry about a high clearance vehicle to climb at EPC. I can't speak for some of the other places in the area such as el salto (is that the right name?). I've only been once, but we simply drove to a campground and never touched the van again until we left.

Yeah, good roads all the way but I should mention that the toll road from Laredo, which you definitely want to take, is expensive, $186 pesos (about 17 dollars) and they don't take dollars so be sure to change some $ at the currency exchange--it's right in the same building where you get the vehicle permit.
