All these should be able to be edited by the user and click "allow voting". ~Adam

Do you mean edited by the user who submitted it or any user that wants to rate it? I don't find any button or something like that with 'allow voting'.

I am working on the new photo sytem. I thought that some people didn't want to have other people tell them how bad their photos are, so I gave them the option. When submitting a photo you can select if you want people to vote on your photo and/or add comments. People who don't want thier photo voted on will automatically get a 0 ranking .. over the next few days I am going to modify the code so that if a photo isn't voteable the rank is never shown. anyone who has submitted a photo (At any time) can edit the photo to turn on or off the Votes or the Comments.
