Chopped Rawl Bolt
another 21 May photo to document the recent chopping. Notice the stud is removed and the sleeve has been deformed. The cone is still in the hole. Often the individual responsible will drive electrical staples into the sleeve. This makes reusing the sleeve impossible and removal difficult.
