Bolts, but it is almost impossible to clip the 3rd bolt until you climb far above it, makes for some huge whips during the crux

Description:
Just right of Justice Crack, negotiate a hard overhang into a thin slab. Big whips on the lead! Get a good belayer. 5.12b in the Japanese guidebook, would be 5.12+ at least in the USA (in my opinion).
