The cliffs under the main spillway were developed as sport routes in the mid 1980s. These routes were very popular for several years. However, in the early 1990s, the US Corps of Engineers (who manage the dam) began to warn people to not climb on the cliffs or they would be arrested, charged with tresspassing and other charges, and their equipment could be confiscated. At this time, climbing is not allowed at this cliff and if the Corps officers believe you are down there, they will go after you. The 911 thing didn't help the situation.
