Eric at on the main island (Catba?) out in Halong Bay had the most comprehensive beta and was doing the most route development in the area when I was there. There were multiple locals trying to steal his guides and the government was always trying to screw him over. If you're in the area, check his business out and take one of his DWS trips. They're a blast.

Eric was a really good guy and his business was struggling against lots of overbearing government requirements when I was there.
