I just did the 4 pitch climb at City of Rocks, ID and your daisy setup is exactly what we did. When the second cleaned up the first pitch and moved onto the second pitch we treated teh belay anchors as top rope until he passed them and then they were the first bolt of the second pitch. If you lower back to the belay point after clipping the 2nd you can have the leader take the 2 draws that were the TR/1st bolt if quantity is a problem. Worked very nicly and was redundant.
