I know it's free to camp there, but I was wondering if it's organized sites, or rather Forest Service land where you can camp as you please for 14 days. Anything I should know about? Thanks!

The Phantoms are super fun, you'll have a great time. I returned in May for my second visit. The camping is in the parking lot and along pull outs, there are fire rings and that's about it. Pretty relaxed. Have fun. Bring water. Tom

As you go up Wrights Lake Rd., turn right onto first dirt rd. Camp at whatever wide spot. no services, nothing. Parking lot at approach to Phantom Spires is exposed, hot. Also campground at Lovers Leap 10(?) miles up the road.
