Is it true that you need special permissions to climb in Germany? And if it true ...where do I obtain them? :P :shock:

no, that is not true (maybe in certain areas, but none that I know of). what area are you thinking of going to?

There are a couple of very small areas *relatively* close to Köln, and you might need to buy a day pass to climb there. You will probably discover the closest decent sized climbing area to be the Morgenbachtal, about 2 hours south east. There may be others, but I am not too familiar with that area...
