I sent out to Parks and Rec here in Idaho for the information and received an e'mail from Wallace Keck with the City of Rocks National Reserve.
Castle Rock Ranch Zone 2 is open to drilling as of October 29th of this year. There are a few specific requirements, the main being that you need to speak with Brad Shilling and go through some orientation. We talked with Brad a year and a half ago and it's not to tough sounding. Another requirement is this "Stainless steel. No home made "no name" cheesy hangers." I thought that was funny.
I won't relay all the info I have simply because of the fact that you need to talk with Brad anyway.
