...uhhh...wouldn't it be easier to give them amnesty and a drivers liscense? I know it works becuase when I get a speeding ticket in upstate NY, I get the bill sent to me in MD and if I don't pay it my tags get suspended. See....they must know how to find me and where I am.

First pets, then people. It's all about doing it incrementally so that society as a whole feels comfy with the idea. This is basically the type of technology that will be used for future commerce as well. Fits neatly into the eschatological scenario I continue to bring up.
