You can't go wrong with Mallorca. I was there in June of last year. The weather is close to ideal, the days are long and the climbing is spectacular. Finding partners is easy, just go to Cala Barques and you will meet lots of other climbers. The cliffs are next to a beach and they are really easy to get to. You can pick up Miquel Riera's guidebook at the climbing shop in Palma.

The only problem with Mallorca is that it's not cheap, especially in July (peak tourist season).
