Is Moosedog Tower literally directly behind the campsites, such that the permission to climb rule is in effect? Or can you just skirt around the sites to get to it?
Also, does this tend to get busy on the weekends?

No, you may walk through/between a couple to get there, though. Just smile and say hi.
Empty the only time I've been there.
