The "local rules" from the ACC Toronto section are posted at: http://alpineclubtoronto.ca/bonecho/localrules.html It has no mention of time-of-year restrictions. The guide (available from the ACC Toronto web site) also mentions a few ice climbs, and that some of the easier climbs have been done in the winter. Again, this suggests no time-of-year restrictions. Also, there is nothing in the Memorandum of Understanding that allows for climbing in the provincial park that mentions time of year closures -- though it does allow for short-notice of closure of routes if, for example, there were Peregrine Falcon nesting happening. You might find more people familiar with the area, and able to answer this question, on ontarioclimbing.com.

It's gotten pretty chilly up there, when where you interested in going? The Toronto section ACC has a docking in and docking out every year. They have already docked out for this year so making use of their boat service isn't an option.
