Don't mean to be disrespectful, but is rockclimbing.com still a thing? Seriously. I used to check in here 5-6 times a day. Now, it's once every 3 months or so. Thought I had read that when the new owner/s bought it, they were going to re-energize it and really build the community. Did I miss that? And really, post up if you have information (opinions are still omnipresent here-- some things never change).

Jeff, the new owner, has been working on a lot of back-end stuff lately that will not be noticeable for a while. In the meantime, I have been signed on to also contribute some articles just to give some fresh content on the front page (check them out!). Beyond that, though, it is a gradual and not-very-straightforward process to "build a community" here, in your words. Right now we've got volunteer mods keeping spammers at bay, but for this place to get truly revitalized, we just need people contributing, starting threads, and talking.

Truth is, forums have had their day and that day is done. I can't think of one forum I've been a part of that has had more than a couple years of solid activity before falling into gradual decline. It's sort of like print magazines, they tend to say they the same thing over and over and people eventually get bored with them. That, and the electronic world changes quickly.
