Is it just me or do the mountains in the background look fake? Kinda looks like someone photoshopped them on from a google earth map or something.

Almost certainly alpine butterflies. It's mostly for glacial travel. In theory, if one person in a party falls in a crevasse, the knots will help bite into the glacial surface, providing a bit of extra help to the rest of the team in arresting the fall.

From what i can see, there are 3 components to this setup:
1. Figure 8 rappel device clipped to carabiner clipped to harness. Pretty standard there.2
2. Chest harness clipped to carabiner clipped to the carabiner that is attached to the fig. 8 rappel device.
3. Rope going to a backup belay from the top, attached to harness via a figure 8 rethread / follow-through.

This isn't terribly uncommon for institutional use, but is certainly waaaay too complicated for any kind of conventional rock climbing.

I love this bridge. Nothing like a rusty, sketchy, exposed bridge to get your day started.
