In this photo there are a number of straps and biners hanging from the wall. Are they used for rest spots where one hangs free?

They are for the real use of the wall - play restraining male or female partners. (I say play because the carabiners are not locking).

They're for lead climbing protection, but on a wall that low, essentially useless.

If you don't know what lead climbing or protection is, read the beginners FAQ in the beginners forum. And if you're that much of a beginner, maybe you should climb a bit in a commercial gym before making the various commitments of building your own wall. In your living room. With a non-climbing spouse.

They are for practice clipping, says so in the flickr picture description...
