Need some advice on type of rope to buy as a beginner, something not too expensive , about 60m that wont be taking a lot of heavy falls etc. as I won't be doing any great climbs for a while since we don't have the routes yet here in Jamaica.

ALSO ... looking at climbing harness , what are the standard sizes ... my waist is 32" ... is that a medium or large ?

I have about the same waist size and I bought and use a Black Diamond Momentum SA in Medium. Works great and has room to go smaller or larger. I'd grab a ATC (doesn't hurt to keep a grigri around also) and some locking biner's. I can't recommend a rope there are so many good ones and I think it depends on the climbing you do.

Harness, helmet, shoes, belay setup, a chalk bag and possibly a rope.

Do you know how to set anchors? If not, learn that before you get a rope. Then you need the nuts, biners, slings, webbing....a rope by itself is useless.
Why do you think you won't take "heavy falls"? Any rope rated as a single will physically hold any fall you will take. That said, I can't predict exactly when I'll fall, usually, so I have taken a few pretty decent unexpected whippers. And THAT said, any single rope will hold it. What you pay extra for is dry coating, bi-color, extra length.
