Improving lactic threshold?

In cycling, lactic threshold is a concept embraced and focused on at an early stage.
Everything from sprinting to long climbs is done in the anaerobic state, and there are many regimes to increase the amount of time work can be performed in the state before accumulation of lactic acid gets to be too much.

Getting "pumped" during a long crimpy or reachy sequence falls into the same category.
Are there any good (tested) methods for increasing the lactic threshold in the climber's forearms?

According to the Self Coached Climber, ARCing increases the lactic acid threshold.
