Lower on Lemmon (~Windy Point on down) will be hospitable to outdoor pursuits. Sedona and Prescott are cold for climbing though. (So. Utah I dunno.)
Hope that doesn't bust your bubble There's also Queen Creek et. al. in Phoenix area...
