I mean Chinese buyers are landing in CA by 1000s buying property here after the housing meltdown so you are not going to have any problem coming from next door.

I want to know what the requirements are for upkeep/development of the property... Like if I buy a lot am I "required' to build?

You are only required to build if the contract you sign says you are required to build. If there is a homeowners group associated with the property, the answer is likely "yes" as well as expectations of upkeep. If you are buying land, just check what it is zoned for (always on the sheet) and then you should be good to go.

No you do not unless you buy with terms that actually tells you to build within a time period. i have a lot and got it off ebay 7 years ago and I could build it any time but haven't done anything to it . ohh yaa, stay away from home/lot association BS. They charge a lot and do not do much. I pay 80 a year for property tax and $150 a year for stupid association fee.
