i found an undone line at Lower Gorge Region that would go trad and bolts. I have done the line on top rope so I know it will go. My question is how do I get permission to add the bolts for the top half and for an anchor at the top?

You should contact the RRGCC. No bolting allowed on US forest land at this time. Private land , consult landowner.

Thanks, I emailed the RRGCC.

I'm hopeful that they'll allow it, looking to get my first FA! :)

I'd say you just got your FA by the fixed pro standards currently in place there.
