Bolt ladders considered fixed gear?

I am wondering if a bolt ladder is considered a fixed piece of gear... i.e. 'f' on the C rating. I was on a ladder today, all loose hangars and heavily corroded with 3 gear placements needed to reach the next string of bolts. So I am wondering would a route like that be given an 'f' rating or would I just stick with the normal C2+ rating.

bolts are not considered fixed gear when a rating is given the F ..

.. the F in a rating is when there are key fixed pieces that could, or could not be there .. (its for pieces that routinely could fall out) .. normally bolts dont fall out ..

ie: heads, pins.

Bolt/rivet/dowel ladders are A1/C1 no matter what. Unless those 3 placements were in a row and all body weight the pitch is C1.

Bolts might be fixed gear but they don't get the F after the rating. That's for fixed heads or rurps. The whole "F" thing is kind of weird if you ask me. Don't get too caught up in ratings, just know how to aid and where to go.
