I have not climbed at Niagra Glenn, what is the reason for the ban on the top roping?

The Glen is located in a touristy area and is owned by the Park Services. The no top-roping policy is one of theirs. It's a bouldering area so this only applys to certain highballs, most of which are still climbed anyways, without TRs

The ban was set back in 1992 or something and was set by the Niagara Parks Commission. The headwall area is also completely off limits to bouldering or toproping There's nothing worth TRing anyways except for a couple of highball boulders that have been climbed without TR anyways.
