I am sure some Sedona climbers might know better, but a lot of places there, all you need is a Red Rock Trail permit. I think that is what they call it. You can get them lot's of places in Sedona.

You can find cheap campsites with facilities in Oak Creek Canyon just north of the town of Sedona or continue north towards Flagstaff and once you pass the Overlook begin looking for roads heading off the highway. Free camping with no facilities is abundant. As for the pass, you can buy it or pay the fine, if fined which most are not, both are the same $$$.
