I'm new to the area; from Colorado. Why do we have to go through DCC to climb on public land?

As far as I know, climbing is only allowed in Alapocas Run state park and you need to acquire a climbing permit. You are not allowed to climb in other state parks. I think the mention of contacting the DCC was because Cole was trying to open up climbing access in the state parks and he did not want people climbing in 'closed' parks to jeopardize his efforts to open up access. He may have also wanted people to contact him to join in his efforts to open up access. Mike
