I'm flying into Laredo, then want to head to EPC. What is the easiest/ fastest way to do this. Do i have to go to Monterray?

You can catch a bus from downtown Laredo on the US side that will take you to Monterrey. It will stop at the border so you can buy your tourist visa. Once you're in Monterrey you can get a bus to Hidalgo--but you must be careful that you're not getting on a bus to Salinas Hidalgo cuz that's a whole different place. Another alternative would be to get off the bus as soon as you're in the outskirts of Monterrey and talk a cab into bringing you to Hidalgo--that should cost about 20 bucks.
