I would like to head to thailand south come october. I know it rains but does it have its usuall afternoon blitz or is more constant in this month? Also how violent can the weather be then? I would like to paddle from Railey to outer islands to climb as well.

You should be fine. It may rain a bit but usually just for an hour or so and then the sun will come out and dry everything. I don't know much about surrounding islands that are paddle-able to climb, except for Happy Island which would be no problem. You could even walk out at low tide. Longtails will get you everywhere else you want to go.
