Does anyone know how to find who the landowner is? I mean if you ask permission there is always a chance they'll agree and then you don't have to worry about getting a fine.

I mean it's worth a shot

You need to do a deed search.

Google <county> <state> deed search

I did this for Wyoming county PA, which is where I suspect you're looking based on where you posted this thread, and the best link I could find was http://www.papublicrecords.com/pa_property_records.htm which does not include Wyoming county. Some counties in some states are much better than others. This is all public information so you could write to the county tax assessor's office for the info if you can't find a searchable database online. Good luck!

Good point majid - I forgot there are parcels that don't have an address! I was recently looking up some quarried faces near where I live, but it's literally in someone's backyard. Once I looked up the address, there's a map that shows the parcels which you can pan, zoom, etc. and find the details for every parcel in the area, with landowner names and addresses. As well as the last purchase price of $10....
